UN Security Council approves US resolution backing Trump’s Gaza plan

The UN Security Council adopted resolution 2803 on 17 November 2025. It was actually an endorsement of Trump’s proposed Gaza peace plan. According to this resolution, a temporary international force would be deployed in Gaza to establish peace, ensure law and order, and support reconstruction. It will also make humanitarian aid accessible to Gaza’s citizens and bring about proper institutional reform. 

According to official UN news, “The UN Security Council adopted a resolution on Monday that endorses a peace plan for Gaza put forward by United States President Donald Trump and a temporary international force in the enclave following two years of war.”

Similarly, NBC News confirms that “President Donald Trump’s Gaza peace plan was passed by a majority vote at the United Nations on Monday, though world powers were still divided over whether it can convert a fragile ceasefire into the long-term solution that has eluded the Middle East.”

Of the 15, 13 voted in favor. However, China and Russia abstained from voting, but they didn’t oppose. Both countries have reservations about the details of governance. The session was recorded under code S/RES/2803, meeting 10,046, with the standard Council membership noted for the period.

It’s the first major UN endorsement of Trump’s Gaza plan, which provides international legal cover for its core mechanisms. The approval is crucial in two ways. It will secure troop contributions in Gaza.  

Trump himself stated via Truth Social that “Congratulations to the World on the incredible Vote of the United Nations Security Council. The vote will go down as one of the biggest approvals in the History of the United Nations, will lead to further Peace all over the World, and is a moment of true Historic proportion.”

It also ensures funding from states that required council authorization before committing to the force and governance framework. It is referenced as a “credible pathway” to Palestinian statehood. Within the plan’s architecture, tying security, governance, and reconstruction to political progress.

According to Al Jazeera, the US mission to the UN said, “Attempts to sow discord around Washington’s resolution would only result in grave, tangible, and entirely avoidable consequences for Palestinians in Gaza should the ceasefire break down and Israel resume its assault.”

The resolution mandate includes establishing a multinational stabilization force. According to the US briefings, the ISF tasks include disarmament support and facilitating Israeli military drawdowns. It ensures a safe corridor for aid along proper ceasefire enforcement. 

Multiple muslim countries have signaled that they are ready to send their troops to the ISF force. The resolution also authorizes a “board of Peace” to support economic recovery while ensuring stable peace, especially in the interim period. The BoP will act as a transitional governance administration. It will coordinate global funding and will set a reconstruction framework. 

It will also support the ISF operations. It will work until a smooth handover to a reformed Palestinian Authority occurs. However, some members and observers expressed unease about the Bop’s composition. They are raising questions about the Palestinians’ own institutional limitations during the entire ceasefire process.
