Why the U.S. Cut Fentanyl Tariffs on China After Years of Trade and Opioid Tensions?
The United States imposed heavy tariffs on all countries’ exports to the US, aiming to balance import and export levels. Trump made the decision to promote domestic manufacturing over the consumption of foreign goods. But above all, China was the hardest hit by trump tariffs since 2018.
Along with multiple other items, including steel, aluminum, and copper, Trump imposed heavy tariffs on fentanyl-related products imported from China. This caused a dual crisis in the US economy because fentanyl has been used in public health treatments, and its restrictions also put geopolitical pressure.
Throughout the trade tensions, a constant pattern of US accusations and China’s denials persists. Both countries retaliating against each other through strict trade measures, new alliances, and heavy tariffs. Trump said, “China is taking strong action to stop the flow of fentanyl,” although China neither confirms nor denies it. Still, the country’s state media confirmed that China would “strengthen export controls on synthetic opioids and cooperate with U.S. enforcement agencies.”
In the latest unprecedented meeting between China and the US, things went smoothly, and the results are optimistic. Trump stated that “I had an amazing meeting with President Xi Jinping and we will reduce fentanyl tariffs to 10% from 20% immediately.” He further added that “It was a great success—12 out of 10.”
The Fentanyl Crisis: What actually happened?
Fentanyl is actually a drug, used for severe pain relief and intense cancer situations to calm the patients. But it has also been illicitly misused in the USA. It’s almost 50 times stronger than heroin, and even its microgram doses could be fatal.
Although since March 2024 to 2025, the drug import has been reduced by up to 25%, it still remains a major cause of overdose deaths in the United States. It was happening just because of illegally finished fentanyl trafficking from China to the US. The US is using the drug for longer in hospitals for medical treatment, but it imports only in precursor form, not the finished form. That’s why Trump imposed strict duties on fentanyl imports.
However, recently, during the Trump-Xi meeting, both countries agreed on an immediate solution. The US reduced those heavy tariffs from 10% to 20% and stated that China is finally taking “strong action” against illegal exports to the US via the dark web and at the border. It is expected that it will also help both countries reduce trade tensions in other sectors, which are already underway.

Expected Implications: Trade, Trust, and Enforcement
This tariff cut will reduce tensions between countries, ultimately worldwide. Because the war between the two leading powers not only disturbs these two but also involves all countries, from underdeveloped to advanced. Fentanyl remains a crucial component in medical use; however, misuse can’t be ignored.
The market is responding positively to the reduction in tariffs on the drug and hopes for better public health. However, there is a need for a strict enforcement and tracking system to closely analyse the drug trafficking system, especially from China to any other country, because human lives are far more important than any country’s economy.
If both countries succeed in this deal, we can expect a solid recalibration across agriculture, rare earths, and tech sectors in the future. Alice Han stated that “Tariffs alone won’t solve the fentanyl crisis. We need sustained enforcement and transparency from China.”
